As Send2george2 mentioned, if you're using an aux switch (or MIDI footswitch), you can assign it to pedal functions that will increment / decrement the preset AND load it immediately.  It sounds like that's what you want.  There are also functions though just to increment / decrement the preset and leave it in the pending state.
