You need to be connected to the internet to register your H9. After you register it, H9 Control saves the key that it gets from our server that it needs to talk to the H9 to a settings file which on Windows is under C:/Users/your-user-name/AppData/Roaming/H9 Control/h9_settings.properties. (AppData is a hidden directory; you'll need to adjust the settings of Windows Explorer to see it.) You can copy this file onto a USB drive and put it at the same location on your PC not connected to the internet and H9 Control will work fine. You'll need to have v2.1.1 (or higher) installed on your Windows PC that's not connected to the internet for this to work.
