Can the H9 do sweep delays that phase on the delays? sort of like a dreamy rain drop/bubble type of effect. I know that the H3000 SE had this preset in it.
Do you mean H3000 Band Delays? The H9 does have a version of the Band Delays algorithm, but it doesn't have a mode that adds phasing to the delays like the H3000 Band Delays plugin does or the H3000 does. In any case, here are some sound samples for some algorithms that might do what you're looking for:
